There could be bas contacts, or a broken wire. Clean all the wire connectors and put dielectric grease on them, including the parts in the steering wheel. The horn itself may have a poor contact where it bolts on, remove the horn, sand off the mountings and put dielectric grease on them. It doesn't take too much corrosion to insulate an electrical connection.
